
Jhapa : The Charaali Small Town Water Supply and Sanitation User Committee has initiated coordination efforts to operate the faecal sludge management center in Charali, Jhapa, at its full capacity. According to Committee Chairperson Rajan Chimariya, coordination is being carried out with Birtamod Municipality, Mechinagar Municipality, and Buddhashanti Rural Municipality.
Presenting the annual report during the 17th General Assembly of the Committee, Chairperson Chimariya shared that since all three local governments Birtamod Municipality, Mechinagar Municipality, and Buddhashanti Rural Municipality had invested in the construction of the faecal sludge treatment center, the Committee is working in coordination with them to ensure its full operation.

“Our Committee has been operating and maintaining the faecal sludge management center. We have been drawing the attention of the concerned authorities to make it function at its full capacity,” said Chairperson Chimariya while presenting the annual report. “We are coordinating with all three municipalities for this purpose,” he added.
Constructed in 2019 (2076 BS) and handed over to the Charali Small Town Water Supply and Sanitation User Committee for operation and management, the treatment center also houses Koshi Province’s second well-equipped laboratory. The laboratory is capable of testing soil, compost, and other materials. However, due to the absence of two technical staff, it has not been fully functional yet, Chimariya informed, adding that efforts are underway to bring the laboratory into operation as well.
The Chairperson further mentioned that as part of the Committee’s future plans, special focus will be given to operating the partially functional faecal sludge management center at its full capacity through coordination with all three local governments.

The treatment plant was built to process faecal sludge generated from a total population of 142,848 people across Mechinagar Municipality’s Wards 14 and 15, all wards of Buddhashanti Rural Municipality, and Birtamod Municipality.
With a total construction cost of NPR 79.3 million (7 crore 93 lakh 97 thousand 822 rupees), the Asian Development Bank contributed 85 percent (NPR 67.4 million) of the total investment. Additionally, Mechinagar Municipality invested NPR 1.66 million, Birtamod Municipality NPR 6.78 million, and Buddhashanti Rural Municipality NPR 3.45 million in cost sharing.
Although the plant has the capacity to treat 27 cubic meters of faecal sludge per day, it currently receives barely one tanker of sludge per day, operating far below its designed capacity.
