From Collection to Treatment, Bheri Municipality Moves Towards Safe Fecal Sludge Management

Jajarkot: Bheri Municipality in Jajarkot has initiated preparations to develop a system for the safe management of sanitation services, covering the entire process from the collection of human excreta to its treatment and final disposal.

The municipality, which has already been operating a vacuum truck to provide collection and transportation services for septic tank waste and other toilet-related sludge, is now moving forward with plans to establish a comprehensive system for the safe management of human waste.

For this purpose, the municipality has begun preparations to construct a Fecal Sludge Treatment Plant (FSTP). According to Bheri Municipality Mayor Prakash Chandra (C.P.) Gharti, suitable land for the construction of the treatment plant has already been identified.

Mayor Gharti stated that the challenges of sanitation management are increasing alongside rapid commercialization and growing urbanization within the municipality. He said the municipality is preparing to develop an integrated fecal sludge management system to ensure that sanitation services are managed safely and sustainably over the long term.

“We have already received training in different phases through our collaboration with the Sustainable Water and Sanitation for All (SUSWA) project. As this municipality is undergoing rapid urbanization, it is necessary to construct a treatment facility in time,” Mayor Gharti said. “Therefore, we are now preparing to establish a Fecal Sludge Treatment Plant.”

According to him, the land required for the construction of the treatment plant has already been identified. The municipality has also moved forward with the process of collaborating with the Department of Water Supply and Sewerage Management under the Government of Nepal.

Vacuum Truck in Operation, but No Treatment Facility

Bheri Municipality has been operating a vacuum truck for some time to provide services to local residents. Although the municipality has established a system for collecting and transporting human waste from septic tanks and toilets, the lack of an appropriate facility for its final treatment remains a major challenge.

At present, the collected fecal sludge has to be transported and disposed of in forest areas away from human settlements. Such temporary disposal practices may pose risks to the environment, water sources, and public health.

For this reason, Mayor Gharti said the municipality does not consider collection services through the vacuum truck alone to be sufficient. Instead, it aims to develop a complete fecal sludge management system that covers safe collection, emptying, transportation, treatment, and final disposal.

Once the Fecal Sludge Treatment Plant is constructed, human waste collected from septic tanks in households, hotels, schools, government offices, and other institutions within the municipality can be treated in a systematic and safe manner. Mayor Gharti expressed his expectation that the facility would end the current practice of disposing of fecal sludge in forest areas and help reduce potential environmental and public health risks.

According to the concept of safely managed sanitation, simply constructing toilets is not enough. Human waste generated from toilets must be safely contained, collected, emptied, transported, treated, and ultimately disposed of or reused in an environmentally safe manner. It is to ensure this complete service chain that Bheri Municipality has begun preparations for the construction of an FSTP.

Considering the rapid expansion of market areas and increasing population density, Mayor Gharti said that the management of human waste could become even more complex in the future. He added that the municipality is therefore taking steps to develop the necessary infrastructure in a timely manner. If the existing vacuum truck service can be linked with an FSTP, Bheri Municipality has the potential to establish a comparatively well-managed and systematic fecal sludge management system.

With suitable land already identified and the process of collaboration with the relevant federal government agencies underway, the next phase will require progress in technical assessments, detailed planning, and investment mobilization to move the project forward.
